Org. Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations
system's designated entity for addressing environmental issues at the
global and regional level. Its mandate is to coordinate the development
of environmental policy consensus by keeping the global environment
under review and bringing emerging issues to the attention of
governments and the international community for action. The Ozone
Secretariat is the Secretariat for the Vienna Convention for the
Protection of the Ozone Layer and for the Montreal Protocol on
Substances that Deplete the Ozone Layer. This post is located in the
Ozone Secretariat of the United Nations Environment Programme/Executive
Office (UNEP/EO) at the Nairobi duty station. Under the overall
supervision of the Executive Secretary of the Ozone Secretariat, the
incumbent will perform the following functions:
Responsibilities
Take an active part in the management team of the Ozone Secretariat to
ensure the full implementation of the objectives of the Vienna
Convention and Montreal Protocol (the Ozone Treaties) and that its
actions are effective, efficient, on time and according to the request
of the Parties; Provide advice and information to the Executive
Secretary, and in his absence, to the Executive Director of UNEP, to
Governments, organizations and individuals, on policies, the
implementation and the status of the protection of the ozone layer;
Monitor the implementation of the Convention and the Protocol and the
status of compliance of the Parties, through the information and data
submitted by the Parties regarding their actions to phase-out
Ozone-Depleting Substances (ODSs); ensure that the information and data
submitted meet the provisions of the Convention, the Protocol and their
decisions; and analyze the impact of the actions reported by the Parties
on the protection of the Ozone Layer; Promote the Vienna Convention,
the Montreal Protocol and the awareness of the issue of protecting the
ozone layer in the Media and on the Internet; Provide advice to
Governments, UNEP and other UN Organizations, Non-Government
Organizations and interested individuals on the implementation of the
provisions of the Vienna Convention, the Montreal Protocol and on the
decisions of the meetings of the Parties and their bodies, under the
direction of the Executive Secretary; Facilitate as necessary the
Assessment Process of the Ozone Layer, consisting of Panels on
Scientific Assessment (SAP), Environmental Effects Assessment (EEAP) and
Technology and Economic Assessment (TEAP), as well as the six Technical
Options Committees (TOC) of the TEAP; Liaise and closely coordinate
with the Multilateral Fund Secretariat and the Implementing Agencies of
the Fund on issues regarding compliance of Parties from developing
countries (Article 5 Parties); Identify and promote synergies between
the Ozone treaties and other Multilateral Environmental Agreements
(MEAs), and closely coordinate with the relevant MEA Secretariats the
appropriate actions in these areas, in particular,issues related to
climate/atmospheric protection. Perform the duties of the Executive
Secretary in his absence.

knowledge of environmental science; specifically in the ozone layer
protection; expert knowledge in the field of work, a thorough
understanding of the ozone protection regime is required. Efficient and
conscientious in meeting commitments and achieving results. Compliance
with organizational regulations and rules; provide oversight and take
responsibility for delegated assignments. Mature judgement and
initiative, proven ability to provide strategic direction; quick to
identify key issues in a complex situation; objective in
decision-making.
Communication - Ability to write clearly and effectively in different
styles of communication, and to speak effectively and confidently.
Client Orientation - Ability to establish and maintain productive
partnerships with clients and counterparts outside the organization,
including the Parties to the Vienna Convention and the Montreal
Protocol, other intergovernmental organizations and members of the
public.
Leadership - Proven track record of excellent management and technical
leadership skills; ability to delegate appropriate responsibility; sound
judgement, decision-making authority and accountability; proven record
of building and managing a multi-cultural team of internationally and
locally recruited staff members and creating an enabling environment.
Provides leadership and takes responsibility for incorporating gender
perspectives into substantive work and commitment to the goal of
achieving gender balance in staffing.
Managing performance - Ability to lead, mentor, supervise and develop
staff; capacity to motivate staff and encourage good performance by
appropriate and timely monitoring of progress against milestones.
Education
Advanced university degree (Master's degree or equivalent) in physical
or environmental sciences, public policy, business or public
administration, law or related area. A first university degree with a
combination of two years professional and academic qualifications may be
accepted in lieu of the advanced degree.
Work Experienc
At least fifteen years of progressively responsible experience in
environmental protection, of which, at least ten years should have been
spent in implementing multilateral environmental agreements dealing with
atmospheric sciences. Qualifying years of experience are calculated
following the receipt of the first level university degree recognised by
the United Nations.
Languages
English and French are the working languages of the United Nations
Secretariat. For the post advertised, fluency in oral and written
English is required. Working knowledge of another official UN language
is desirable.
Assessment Method
Evaluation of qualified candidates for this position may include a
substantive assessment which will be followed by a competency-based
interview.
