Primary Objective
   


    To provide marine expertise to the benefit of the Company during the execution phase, ensuring a strong
safety focus and high level of customer satisfaction for Ichthys Project.
    This position has a probation period of 6 months
    This position requires occasional travel to various ports in WA and NT as well as potentially to offshore facilities and vessels. It may also require travel to S. Korea, Thailand, and China.

Primary Responsibilities
HSEQ

   
    Promote improvement initiatives with regards to the safety of marine units and operations within the parameters of the Company H.S.E. policy.
    Conduct all activities in a safe and efficient manner in accordance with the Company’s policies and procedures.  Ensuring the welfare of personnel and the protection of assets and the environment at all times.
    Maintain awareness of and ensure conformity with all relevant statutory and Company directives and rules.
    Ensure conformity with the applicable local and International regulations, laws and guidelines.
    Analysis of safety results & incidents reports.
    Attend SQM sessions with EPC Contractors and Marine Contractors as an advisor on technical & safety issues.
    Issue safety alert bulletins regarding major issues relating to marine non-compliance and incidents.
    Actively participate in HSE meetings and HAZID’s to ensure workable and appropriate solutions are implemented.

Technical Expertise
   

  •     Possess a strong understanding of Company management systems so as to establish marine procedures and work instructions when and as required.
  •     Deliver technical and operational support to the Project e.g. call for tender, marine procedures, port regulations, general marine instructions, construction follow-up, performance tests, new building follow up, etc…
  •     Assist and/or advise with development of pre-projects and/or projects in all aspects requiring marine expertise e.g. FPSO/CPF tows, ocean tugs, module loadouts and transportation, cyclone moorings, quays, etc…
  •     Evaluation and selection of Contractors marine equipment and marine personnel e.g. marine superintendents, pilots, barge masters, DP operators etc…
  •     Perform regular audits of contractors / vessels / facilities and follow up on technical and operations audit action plan items for completion
  •     Monitor the technical status of operations conformity with the Company Management System and industry best practices
  •     Audit the application of technical specifications defined in the contract
  •     Monitor the progress of corrective action plans issued by Contractors and Company
  •     Participate in strategy development related to marine and monitor the overall marine operations
  •     Support marine planning activities in consultation with the Offshore/Onshore/Operations teams
  •     Manage marine activities at all sites as required during execution phase

Project Management
   


  •     Schedule, plan, prepare, manage and supervise various offshore marine operations by providing marine support for DP operations, rig move operations, towing , offshore buoy maintenance…; liaising with line management and client departments as appropriate
  •     Provide specialist Marine support to Drilling, Projects, Logistics, Sub-sea Engineers and other clients as required. This includes monitoring of “third party” operations where Company assets are involved e.g. pipeline crossings, rig moves near pipelines etc…
  •     Contributes to technical evaluation and selection of contractors. This includes the requirement to ensure the required auditing of the Contractors SMS is carried out in accordance with Company procedures, and that Contractors working on Company sites are formally advised of appropriate site safety regulations, and, for Major Contractors, appropriate interface / contingency procedures are issued prior to offshore operations
  •     Create / Update Company standards, procedures, work instruction documents during execution phase
  •     Record, review and analyze service level agreements (SLA) / key performance indicators (KPI) as appropriate and monitor quality and performance of the operators including cost allocation and invoice checking.
  •     Provide annual/monthly/weekly activity reporting
  •     Liaise with the marine advisors from other major oil and gas companies and represent the Company on external marine industry forums
  •     Liaise with Contractor, to ensure that the contractor marine operations conform to the project directives especially in terms of safety, environment, schedule, cost and quality
Team Work
   
    Actively foster a working team approach within the Project Team and interfaces with internal and external Stakeholders.

Accountabilities
   

    The job holder is responsible for the application of the Company marine standards/procedures to ensure safe and efficient operations to Ichthys project.
    To ensure conformity with all Company and legislative safety directives and rules relative to Company marine activities and to provide advice on marine matters and policy.
    Report to management any major threat identified or issues to be addressed regarding marine safety.

Qualifications

Qualifications

  

    Master/Chief Engineer.

Skills and Experience requirements
   

  •     Minimum of 5 years’ experience as Master/Chief Engineer.
  •     Minimum 10 years Oil and Gas Industry Experience, at least 5 of which should have been gained in a logistics environment
  •     Proven record of achievement within marine operations in large scale project
  •     Experience of multi-activity joint venture operations
  •     Experience with start-up phase
  •     Good awareness of industry/transportation trends, philosophies, best practice etc...
  •     Detailed knowledge of Company policy and practices
  •     Experience and knowledge of a wide range of offshore support vessels, DP, logistic vessels, diving and construction vessels, semi-submersible  and offloading operations
